July 31, 2003 - Telephone Extension Compliance with State of Illinois 911 Legislation
Legislation Summary: The State of Illinois 911 legislation requires SIUC to be able to provide specific location information and a call back telephone number to the local emergency 911 system for each telephone on campus.
The legislation requires only one telephone number be provided for each block of 40,000 square feet of workspace (and not one telephone number per phone) as long as these locations have staff available at all times (24 hours a day) for the purpose of directing a public safety agency responding to an emergency call to the exact location of the emergency. However, if staff is not available at all times, a separate telephone number must be installed for each extension location so that specific location information and a call back telephone number may be provided for anyone reporting an emergency from each location.
What This Means for SIUC: In order to comply with the State of Illinois 911 legislation, single line telephones on campus will be required to have one location per telephone number unless they are located within the same room. This means that departments will no longer be able to have single line telephones where the same telephone number operates from more than one location. Each single line telephone will require a separate telephone number. Two line analog telephone sets and Nortel digital business sets where a primary line is automatically selected upon lifting the telephone handset, will not be affected by this legislation.
In order to continue service at telephone locations sharing the same telephone number, which are in violation of this statute, the installation of a new telephone number will be required. A monthly recurring line cost of $13.47 will replace the $10.00 current extension cost. The installation cost will be waived. The two numbers can be programmed to ring simultaneously at both locations as they do today in an extension scenario. The monthly fee of $1.50 for this simultaneous ring feature will be waived for six months.

If your department falls into this category, you will be notified of this through campus mail and be required to select one of the following choices by the deadline date indicated on the notification.
(1) To continue service at the non-primary location . . . .
Complete a Telephone Service Request (TSR) form and forward it, along with a copy of the notification, to our Customer Service area, Mailcode 4322 or Fax 453-4000, requesting installation of a new line(s). You may print a TSR form from our website: http://www.infotech.siu.edu/telecom.
(2) To discontinue service at the non-primary location . . . .
Complete a Telephone Service Request (TSR) form and forward it, along with a copy of the notification, to our Customer Service area, Mailcode 4322 or Fax 453-4000, advising us of the primary location that is to remain in service. Extension locations will be removed from service and from your department's billing. You may print a TSR form from our website: http://www.infotech.siu.edu/telecom.
